Define one business question first: which services need visibility, where inquiries stall, or which location needs more accurate information? Establish the baseline using comparable dates and agreed definitions. Separate facts from hypotheses so a ranking change or campaign spike is not automatically credited to one intervention.

The implementation backlog should identify the page or workflow, proposed change, owner, dependencies, approval step, and verification method. Review completed work alongside inquiry quality and operational capacity.
